possible that I may be able to induce the Unofficial Members of the Legislative Council to waive the refund of the over- payment referred to in your despatch under acknowledgment. If, however, the present policy of ignoring the wishes of the Colony is continued it will be useless for me to put such a proposal before the Council. It would be unanimously opposed by the Unofficial Members and obviously the official majority could not be used in such a case. Moreover it would precipi- tate an agitation in favour of a reduction of the Colony's military contribution which is already beginning to develop and which is, I believe, likely to culminate in a vigorous attack on the Military Authorities when the Estimates for 1921 are brought forward. I confess that the prospect of having to meet such an attack when the sympathies of the whole Council, including myself, are with the attacking party is not one to which I look forward with any feeling of

pleasure.
